A device (1) for operation on a surface (3) submerged in water. The device comprises surface treatment arrangement (5), a positioning arrangement (7) comprising a plurality of propulsion devices (12) for positioning and orienting the device in respect to said surface, and a buoyancy structure (20) holding the surface treatment arrangement and the positioning arrangement, and for providing buoyancy to the device. The buoyancy structure comprises a body (21) with a hollow space (22) adapted to be partly filled with a flowable medium (25). The hollow space extends in a first plane (Pl) and a second plane (P2). The body of the buoyancy structure comprises a connection (30) between the first plane and the second plane of the hollow space so that communication for a flow of the flowable medium is provided between the first plane and the second plane of the hollow space.
